the honour to inform you that I have
given close consideration to the question
of amending the law in the Straits
Settlements and the Federated Malay States
in order to provide powers for the
banishment of persons who are found to be
acting propagandists of Communist or
Anarchist doctrines, even though their
activities may not be directed against
their own Governments or the British Government.
As I informed you in my telegram of the 17th
May, I was unable to arrange for the
discussion of this question at the Colonial
Office Conference.
